| Background Although the incidence of poverty is low in Malaysia, pockets of poverty continue to exist with high incidences of poverty among specific ethnic groups and localities. A more target-specific approach is required to address this situation and to achieve this, policies would need to be evidence based.
Development Objectives Utilizing available datasets collected by the Government of Malaysia, this project aims to assist and strengthen the capacity of the Economic Planning Unit in the Prime Minister’s Department of Malaysia (i) to better monitor trends and patterns in poverty by defining a new poverty threshold, and (ii) to improve poverty policy formulation by broadening the range and details of poverty measures in the National Development Plans.
Activities
- Revision of the National Poverty Line Income (PLI) for inclusion in the Ninth Malaysia Plan, 2006-2010
- Prepare a sample of poverty maps using a set of pilot study data on urban poverty conducted in Kuala Lumpur and Petaling Jaya
- Examine and analyze strategies, programmes and projects proposed for the Ninth Malaysia Plan to enable the identification of gaps between the proposed strategies, programmes and projects against the poverty reduction targets set
- Capacity development activities in the form of STATA (a data analysis and statistical software) and Poverty analysis training for Government officials, academia and practitioners of poverty eradication programmes
- Documenting Malaysia’s experience in measuring poverty and inequality
| Expected Outputs
- A revised National Poverty Line Income to be included in the Ninth Malaysia Plan
- 20-30 Government officials trained in STATA and poverty analysis
- A publication produced documenting Malaysia’s experience in poverty and inequality measurement
