Background

Persons with disabilities (PWDs) remain disproportionately undereducated, untrained, unemployed, underemployed and poor. They have insufficient access to the mainstream labour market partially due to social exclusion, lack of trained and competent staff and adequate training for independent workers.

In Malaysia, the Ministry of Human Resources operates an electronic labour exchange for PWDs, “Sistem Penempatan Orang Kurang Upaya” (SPOku). To date, 6,000 disabled workers have been successful in their job applications through SPOku but there is no data available on how long successful applicants are retained these positions.

Development Objectives
This project aims to support future increases in the numbers of PWDs seeking, obtaining and eventually retaining positions in open employment. It focuses on capacity building and awareness activities as well as the development of employment trials and a “best practice” model with a small group of selected employers. It is hoped that this will establish a model of employment of PWDs for other states in Malaysia to replicate. This project will ultimately contribute to the Government of Malaysia’s efforts to increase the economic rights of PWDs.

Activities
  • Support the improvement of data on PWDs by collecting and documenting gender disaggregated data from 2007
  • Develop a gender sensitive disability awareness training module for HR and other staff
  • Conduct an Access Audit of the workplace and identify possible solutions
  • Develop a gender sensitive support system within the workplace
  • Conduct training for NGOs/Government PWD Vocational Training Institutes to better manage and support the employment of PWDs
  • Identify a relevant employment trial model for PWDs
  • Produce relevant materials to encourage the hiring of PWDs
  • Develop and conduct an awareness campaign to promote and encourage the hiring of PWDs
Expected Outputs
  • A systematic method of data collection and documentation on PWDs
  • 15-20 staff from NGOs/Government PWD Vocational Training Institutes trained to handle and support PWDs in the workplace
  • Video encouraging the recruitment of PWDs developed
  • Booklet on employing PWDs developed for Johor
  • An appropriate and relevant employment trial model identified
