Background Malaysia ratified the United Nations Framework Convention on Climate Change (UNFCCC) on 13 July 1994. Under the stewardship of the National Steering Committee on Climate Change (NSCCC), Malaysia submitted its Initial National Communication (INC) to the UNFCCC in 2000. The process of preparing the INC was opportunity whereby expertise in the certain sectors were developed, enhances the institutional capacity in the sectors and increase awareness of the public and institutions on climate change. Malaysia's Second National Communication or National Communication 2 (NC2) as it is commonly referred to attempts to carry on the work already started in the INC phase with additional sectors such as public health and socio-economic elements.
Development Objectives The objective of this project is to ensure that Malaysia's technical and institutional capacities will be further improved and sustained, which will, this in the long term will help the country meet her obligations under the UNFCCC.
Activities
- An analysis of national/or other regional development priorities, circumstances and objectives that Malaysia is pursuing and would serve as basis of addressing climate change issues and its adverse impacts.
- Preparing green house inventory (GHG) and reported in the NC2 report.
- Evaluate latest development of the global climate model adopted in the INC and the outputs from NAHRIM's Regional hydro climate Model for Peninsular Malaysia
- Gathering information on implemented or adopted HGH reduction policies and measures with a view to identify, formulate and priorities other potential mitigations policies and measures
- Review relevant national plans, studies and policies which have direct or indirect impacts on GHG emissions, adaptation strategies and mitigation options in terms of ascertaining that data and results affecting the structure of direct and indirect greenhouse gases
- Identify difficulties, gaps and constrains relating to financial, technical and capacity needs relevant to the implementation of the Convention.
- Increased public and political awareness related to climate change
- Strengthening national capacities

- Updated information on country's features of national geography, climate, natural resources and socio-economic conditions
- Updated data on GHG inventory and emissions
- Development of the National Communication Procedural Manual for performing a vulnerability and adaptation assessment.
- Establishment of at least 2 mitigation scenarios and a national plan for implementation of identified prioritized mitigation options
