Background
The NCSA is the second stage of the Capacity Development Initiative (CDI), which is an 18 month planning exercise undertaken jointly by the GEF Secretariat and UNDP.

The objectives of the CDI were to:

  1. Make a broad assessment of capacity building needs of developing countries and countries with economies in transition to address global environmental issues;

  2. Take stock of earlier and ongoing efforts to assist in national capacity building;

  3. Prepare a strategy and a GEF specific action plan to provide enhanced and sustained assistance for the purpose.

The first stage of CDI was regional assessments of capacity building needs and priorities. The second stage involved the development of a strategy for various partners to meet the needs identified by countries and an action plan for GEF supported activites.

The CDI Assessment Phase involved extensive consultation that includes: GEF Implementing Agencies (UNDP, UNEP and the World Bank), Scientific and Technical Advisory Panel (STAP), Secretariats to the CBD, UNFCCC and CCD, Multilateral development organisations, Regional development banks, Bilateral organisations, Non-governmental organisations, and experts from Africa, Asia Pacific, East Europe and Central Asia, Latin America and the Caribbean. Two other studies were carried out on the special needs assessment for the Small Island Developing states (SIDs).

What is the NCSA project?

The NCSA in Malaysia began in 2007, and is implemented by the Ministry of Natural Resources and Environment (MNRE)

The primary objective of the NCSA is to identify priorities and needs for capacity building and enhancement to address global environmental management requirements through the fulfillment of Malaysia’s international obligations and commitments, in particular by contributing to the mid-term review of the 9th Malaysia Plan

There will be particular emphasis on further identifying cross-cutting issues and enhancing synergies among the relevant MEAs and regional initiatives. The NCSA Project also identifies opportunities to reinforce and strengthen existing institutions, mechanisms and processes to create a sustainable institutional framework and process for continuous assessment and improvement of national capacities for effective environmental management. The Project will be implemented in a consultative country-driven and country-owned manner.

Expected outputs

 1) A final report with a summary of past and current activities that are related to capacity development to address global environmental management requirements at the government, civil society and other sector levels.

2) An action plan developed to identify strategic opportunities to feed the outputs of the NCSA, including the preparation of the mid-term review of the Ninth Malaysia Plan, the deliberations of the National Council on Biodiversity and Biotechnology.
