Background One of the Ninth Malaysia Plan’s major development thrusts is to raise the capacity for knowledge and innovation and nurture a 'first class mentality' among its citizens. As the Government of Malaysia moves to become more knowledge and technology intensive, there is a need to assess Malaysia’s progress in science, technology and innovation. The project will look into these areas and also at the impact of ongoing initiatives as well as identify areas which need to be further strengthened.
Development Objective In 2002/2003, UNDP in collaboration with the Economic Planning Unit (EPU) conducted the first knowledge and innovation assessment under the Knowledge Content in Key Economic Sectors in Malaysia Phase 1 study (MyKe I). As part of the Government’s commitment to conduct similar assessments every 3 years, this study aims to reassess Malaysia’s knowledge and technology readiness, particularly in science, technology and innovation.
Activities
- Nationwide Survey - Department of Statistics (DOS) will carry out a nationwide survey in collaboration with EPU to collect primary data from the key industries during the project’s implementation stage in 2007
- Capacity Building and Training - EPU officials will also have the opportunity to build their own capacity by attending various relevant training programmes available both locally and internationally

- Updated and usable conceptual framework and model of knowledge content
- Policies, strategies and programmes on knowledge and innovation developed and implemented
- Capacity building activities in analyzing the level of knowledge content in selected subsectors and industries

Results
The project culminated with two seminars organised in August 2009, one held in Kuching, Sarawak, and the other held in Putrajaya. The chief Minister of Sarawak, Y.A.B. Pehin Sri Tan Sri Haji Abdul Taib Mahmud officiated the Kuching event, whilst the Deputy Minister of EPU, Y.B. Dato' S.K. Devamany officiated the event at Putrajaya.
The two MYKe II Seminars aimed to disseminate the findings of the study which highlighted the country's leading and lagging industries in terms of knowledge content in agriculture, manufacturing, services, and construction, as well as the constraints faced by these industries. The seminars provided a platform for international experts, private sector representatives and policy makers to share best practices on how to design policies in order to increase the knowledge content of the industries. Discussions also focused on how knowledge and innovation could help Malaysia as it aims to move up the value chain as a high income economy. The MYKe II publication by EPU was disseminated to all participants during the event.
