Strengthening the capacity of development finance institutions in selected Sub-Saharan African countries

Background

Development banks and other such development financial institutions (DFIs) in Sub-Saharan Africa have been facing numerous challenges in the last three to four decades. Some of the challenges include weak management, the lack of quality internal direction, low commercialization, and a general lack of banking skills to appraise and monitor loans. This in turn has hindered the development of the private sector in the region as they require effective and sustainable support from the financial sector to grow.

Development Objective
In line with the call for the third Tokyo International Conference for African Development (TICAD-III) to increase South-South cooperation between Asia and Africa to support the private sector in these countries, this programme aims to strengthen the capacity of DFIs in Ethiopia, Ghana, Malawi, Uganda, Zimbabwe, Cameroon, Nigeria, Tanzania and Mozambique
 
Activities
The first phase of the programme - the Executive Development Programme (EDP) and a Programme of Training of Trainers (TOT) in Credit Analysis and Development Finance which trained participants from Ethiopia, Ghana, Malawi, Uganda and Zimbabwe, has been completed.

Phase II of the programme, to be implemented from mid 2006 – 2007, has been extended to include four new countries, namely, Cameroon, Nigeria, Tanzania and Mozambique in order to achieve the necessary synergy with SME development activities in Africa funded under the Africa-Asia SME Network Programme. The training programmes will be conducted with the support of the Development Bank of Malaysia (DIBM) as follows:

  • Activity 1: EDP-II which was completed in Kuala Lumpur, Malaysia as well as Bangkok and Chiangmai in Thailand from 10-22 July 2006
  • Activity 2: TOT-II which was completed in Kuala Lumpur and Penang, Malaysia from 4-9 December 2006
  • Activity 3: In house training in each participating DFI which is currently ongoing
Expected Outputs
  • Executive/Senior managers from selected DFIs are trained under the Executive Development Programme which consist of study tours and workshops
  • Training of trainers where professionals from the banking sector is trained in credit and risk analysis and development finance with the objective that they launch similar training programmes in their countries
