Background The Government of Malaysia has adopted numerous measures to promote women’s empowerment and address gender inequality. One of the main measures adopted was the creation of the Ministry of Women, Family and Community Development (MWFCD) in 2001 as the national machinery for promoting the advancement of women in Malaysia. The Ministry is responsible for providing strategic leadership in developing awareness, capacities and commitments for addressing gender issues toward promoting gender equality.
Development Objectives The project aims to enhance capacity of the MWFCD and other key government agencies in the area of gender mainstreaming. The project will also build the capacity of MWFCD and related agencies to monitor and report on the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) and to develop a gender-related development index. Activities
- Prepare policy-related issue papers on gender mainstreaming covering the areas of rural and regional development, human resource development and health to be used as inputs for the Ninth Malaysia Plan (2006-2010)
- Conduct workshops to build the capacity of gender focal points in all ministries to monitor and report on the implementation of CEDAW in Malaysia
- Develop the Malaysian Gender Gap Index (MGGI) which is an index designed to measure and monitor the extent of gender inequality in Malaysia
- Undertake a study tour to Sweden and Norway to learn about their policies and programmes for reducing gender disparities
| Expected Outputs
- Improved capacity of MWFCD and other agencies to formulate gender mainstreaming policies and programmes
- Improved capacity to implement the CEDAW convention
- MGGI – a summary measure of gender inequality, which is a multidimensional concept taking into account health, education, economic activity and political and economic empowerment
